PATHWAYS TO ACCOUNTABILITY, CHANGE & TRANSFORMATION

A pioneering pre-sentencing therapeutic programme for justice-involved individuals,​

Pathways to Accountability, Change and Transformation (P.A.C.T.) is Singapore’s first structured psychotherapeutic intervention designed to support individuals facing legal charges -- before sentencing, during proceedings, and beyond.

 

P.A.C.T. brings mental health and emotional accountability into the heart of the justice process, creating space for meaningful change before incarceration is even decided.

Why P.A.C.T. Exists

Many individuals who offend are not inherently criminal -- they could be struggling with unresolved emotional pain, poor impulse control, addiction, identity crises, or complex trauma. P.A.C.T. addresses these root causes through a therapeutic lens, ensuring that clients are supported in transforming their lives for the better.

We believe in upstream rehabilitation -- intervening early to disrupt cycles of harm, reduce reoffending, and build long-term reintegration potential.

Who It’s For

Individuals facing criminal charges, especially first-time offenders. This extends to youth and adults navigating addiction, mental health issues, identity struggles or connecting with family and loved ones during this challenging period.

Pre-Sentencing Support

During this stage, individuals may experience intense stress, profound isolation, uncertainty and the burden of discrimination.

 

Compassionate support is vital, as it can help them navigate feelings of guilt, remorse, and stigma, while also addressing the deep sense of loneliness and a host of other cognitive and emotional challenges.​

After-Care Support

At the heart of our approach is P.A.C.T.'s personalised aftercare support, to address the unique and evolving needs of individuals after incarceration.

 

We provide ongoing mental health care, ensuring that emotional well-being remains a central focus throughout the transition back into the community. This support is offered on a needs-only basis, so that individuals receive the right level of care at the right time to promote long-term stability and personal growth.

Family Support

Families and loved ones of justice-involved individuals may be overwhelmed and struggle to find the resources and resilience to cope with the challenges they encounter.

 

We are dedicated to standing alongside these families — listening with empathy, offering guidance and support as they navigate this difficult journey with their loved ones.

Peer Support

The P.A.C.T. Support Group, supervised and facilitated by experienced professional counsellors and psychotherapists, offers an invaluable space where individuals can share their experiences, challenges, and hopes in a supportive and non-judgemental environment.

 

This group not only provides emotional support, but also guides its members through evidence-based strategies for managing the complexities of life during aftercare.

Through-Care Support

The P.A.C.T Programme extends beyond pre-sentencing, to encompass support during imprisonment. 

 

If a P.A.C.T. JIP is imprisoned (in-care), C4P's counsellors will arrange to visit them, continuing the work towards rehabilitation and reintegration. We thank the Singapore Prison Service for allowing us to continue supporting P.A.C.T. clients.

Lived-Experience Giveback

P.A.C.T. participants who have successfully desisted from criminal behaviour are invited to give back by sharing their lived experiences within support group settings. These individuals, having navigated the complexities of justice involvement and personal transformation, serve as powerful role models.

Their stories cultivate empathy and understanding, breaking down barriers of stigma and demonstrating that change is both possible and sustainable.
