P.A.C.T. – Pathways to Accountability, Change & Transformation

A pioneering pre-sentencing therapeutic program for justice-involved individuals

P.A.C.T. is Singapore’s first structured psychotherapeutic intervention designed to support individuals facing legal charges—before sentencing, during proceedings, and beyond. Founded and led by Gopal Mahey, P.A.C.T. brings mental health and emotional accountability into the heart of the justice process, creating space for meaningful change before incarceration is even decided.

Why P.A.C.T. Exists

Many individuals who offend are not inherently criminal—they are struggling with unresolved emotional pain, poor impulse control, addiction, identity crises, or complex trauma. P.A.C.T. addresses these root causes through a therapeutic lens, ensuring that clients are not just punished, but supported in transforming their lives.

We believe in upstream rehabilitation—intervening early to disrupt cycles of harm, reduce reoffending, and build long-term reintegration potential.

Individuals facing criminal charges, especially first-time or non-violent offences. Youths and adults navigating addiction, mental health issues, or identity struggles,

P.A.C.T. (Pathways to Accountability, Change, and Transformation) Program.

The P.A.C.T. Program is a structured pre-sentencing to post-release support initiative designed to assist justice-involved individuals (JIIs) in navigating their rehabilitation journey with accountability, self-awareness, and transformation as its core principles.

Personalized Therapy Programs

A person may face extreme stress, isolation and discrimination at this stage.

Pre-sentence support for those facing criminal sentencing may assist in managing the guilt, remorse, stigma, isolation, loneliness amongst other emotional and cognitive symptoms.

Family Support

The families of Justice Involved Individuals face extreme stress and find it difficult to cope.

We support the family of the Justice Involved Persons (JIPs) and work with them to support the JIP as well. The care givers at this point need support as well.

Incare Support (support during imprisonment)

The P.A.C.T Programme extends beyond pre-sentencing.

If a P.A.C.T JIP is imprisoned (incare), P.A.C.T Cousellors will work with them incare, continuing the work towards rehabilitation and reintegration.

The P.A.C.T Support Group provides members with emotional support and guides them through strategies for coping with challenges during Aftercare.

P.A.C.T. Aftercare Individual Support

P.A.C.T personalized aftercare support focuses on continuous mental health monitoring, coping strategies, and emotional support to help clients manage their post-incarceration (Aftercare) struggles.

This is on a need only basis.
